The State Council, China’s cabinet, on April 5 unveiled a plan to develop city clusters along the middle reaches of the Yangtze River, China’s longest river and one of the busiest rivers for freight traffic worldwide. Unlike the three existing huge city clusters--Beijing-Tianjin-Hebei, the Yangtze and Pearl River deltas--the new groups have more potential and abundant resources.

What is Changjiang Middle Reaches Megalopolis ?
Changjiang (Yangtze River) Middle Reaches Megalopolis is the same of Changjiang Middle Reaches Urban Agglomeration. It mainly consists of urban clusters around Wuhan in Hubei Province, the Changsha-Zhuzhou-Xiangtan city group in Hunan Province and clusters around Poyang Lake in Jiangxi Province, said the State Council, China’s cabinet on April 5, 2015. It aims to create a new economic growth engine and promote new urbanization in China.
The clusters cover a total area of 317,000 square kilometers and are a pillar of the Yangtze River Economic Belt. They will also be key areas to implement the “Rise of Central China” strategy, deepen reform and opening-up and promote a new type of urbanization, the State Council said in a statement on the government website.
The concerning cities (31 in total):
Hubei: Wuhan, Huangshi, Huanggang, Ezhou, Xiaogan, Xianning, Xiantao, Tianmen, Qianjiang, Xiangyang, Yichang, Jingzhou, Jingmen ;
Hunan: Changsha, Yueyang, Changde, Yiyang, Zhuzhou, Xiangtan, Hengyang, Loudi ;
Jiangxi: Nanchang, Jiujiang, Jingdezhen, Yingtan, Shangrao, Xingyu, Fuzhou, Yichun, Pingxiang, le district de Xingan.
Three Poles, Three Circles, Three Cores
Three Poles: It refers to the pulling force to economic development of the surrounding areas, the engine to promote the economy of the three provinces, and the growth pole the “Rise of Central China” strategy.
Three Circles: It refers to the Wuhan City Circle, Changsha City Circle and Nanchang City Circle.
Three Cores: It refers that the capital cities (Wuhan, Changsha and Nanchang) of these three provinces (Hubei, Hunan and Jiangxi) are the first city and core power of three city circles.
In the country’s specific plan, Wuhan City Circle in China’s central regions has been regarded as the key development district following the three economic development zones, namely, Yangtze River Delta, Pearl River Delta and Bohai Economic Rim.
Changjiang Middle Reaches Megalopolis oriented to develop the Nanchang-Wuhan-Changsha city clusters, building the 4th Growth Pole of China’s economic growth.
Why is it called China’s pearl necklace?
The railways, high-speed rails, expressways, and part of Yangtze River channels link Wuhan-Yueyang-Changsha-Nanchang-Jiujiang together, like a pearl necklace. The circular express routes string 18 large and medium-sized cities and 13 county-level cities, forming a circular city cluster belt. The city circle, city belt and city cluster distribute along the foothills, reflecting each other.
How many people can benefit?
Changjiang Middle Reaches Megalopolis covers the whole middle reaches of Yangtze River, crossing three provinces and spanning two lakes, with a total area of 317,000 square kilometers and a total population of more than 90 million. It now involves the urban clusters around Wuhan in Hubei Province, the Changsha-Zhuzhou-Xiangtan city group in Hunan Province and clusters around Poyang Lake in Jiangxi Province, which are the most urbanized region in the three provinces. The cooperation of three city clusters will benefit nearly 100 million people.
Development trends in the future
1. Expansion based on the current scale
Integrated the current resources, the scale of city clusters along the Yangtze River will expand.
On the basis of the existing urban agglomeration of Hunan, Jiangxi and Hubei, a number of cities belonging to the middle reaches of the Yangtze River will be incorporated.
2. Create a 3-hour city shopping district
Wuhan boasts of the famous old industrial base nationwide and the most important economic center in central China. It has a relatively mature and complete industrial system, while Changsha, Zhuzhou, Xiangtan are Hunan’s Gold Triangle, enjoying 2/5 financial revenue of the whole province. In addition, the Nanchang-Jiujiang industrial corridor is the base of processing and manufacturing industry and main platform for the introduction of foreign capital in Jiangxi. The commuting distances between main cities of the three districts are all within 3 hours, which provide conditions and possibilities for the creation of 3-hour city shopping district in fields of economic scale, industry scale and transportation.
