On Feb 22, the Wuhan Intellectual Property Court was unveiled in the Optics Valley, also known as the Wuhan East Lake High-tech Development Zone. With an office set in the Optics Valley Capital Tower, it has jurisdiction over all the intellectual property cases across administrative regions in Hubei province, making Wuhan a benchmark of intellectual property protection in central China.

The unveiling of the Court represents a significant element in China’s intellectual property judicial system reform, as well as greater system and mechanism innovation since China (Hubei) Pilot Free Trade Zone was approved. It will protect the intellectual property of innovative products and propel the regard of the Wuhan East Lake High-tech Development Zone as a National Innovation Development Zone as well as the construction of an innovative Wuhan and Hubei province.

As the local office of the Intermediate People’s Court of Wuhan, Wuhan Intellectual Property Court has become more specialized and trans-regional. The court will have jurisdiction over criminal, civil and administrative cases of intellectual property in Wuhan as well as Hubei province’s trans-regional trials of first instance civil and administrative intellectual property cases with strong professional and technical backgrounds, including patents, integrated circuit layout designs, trade secrets, well-known trademark cognizance and monopoly disputes.

At the end of 2016, the Supreme People’s Court decided to judge an intellectual property case across administration regions in a pilot way. Wuhan is among the first four pilot cities of this new method.

In 2016, the total applications of patents in Optics Valley broke through 20,000 for the first time following a maintained growth rate of 30 percent over the last ten years, of which invention patents reached 11,805 with a year-on-year growth of 31 percent. Wuhan CSOT and Douyu TV were the top two enterprises in patent applications, and CSOT was the first high-tech enterprise with over 1,000 patent applications in Hubei province.
