On Dec 30, the National Memory Base began construction in the Wuhan East Lake High-tech Development Zone. The Base is a joint investment among the National Integrated Circuit Industrial Fund, the Hubei Provincial Fund, Hubei Science and Technology Investment Group and Tsinghua Unigroup.

A total of 24 billion dollars will be invested in the project, primarily concerned with the production of memory chips. Phase one will be completed and put in to operation in 2018, and the whole project will be completed in 2020 with the total capacity reaching 300,000 chips per month and an annual output value of 10 billion dollars. The investment intensity per square meter of core production plants and equipment surpasses 30,000 dollars.The National Memory Base project is located in the high-tech zone’s Future City, and will consist of three 3D NAND Flash FAB clean plants, one headquarter research building and several accompanying buildings.
Hubei province and Wuhan city are making every effort to gather global resources and develop a high-tech industrial project worth 100 billion yuan, helping Hubei province adjust its industry structure and transform. To date, Hubei province has already owned over 60 enterprises in chip design, manufacturing and packaging materials, and Wuhan has been one of the four integrated circuit industry clusters with strong state support.
